Note carefully what Bernier apparently actually said:
“I regret the embarrassment caused by the public disclosure of the manual used in the department’s torture awareness training[.]”
“The manual is neither a policy document nor a statement of policy,” he said. “As such, it does not convey the government’s views or positions.”
He regrets the “embarrassment,” of the manual’s becoming public. Not exactly a ringing statement of the manual’s falsity on the point. Moreover, it’s not the government’s “policy,” “views,” or “positions.” Of course, do you think the government is crazy?
“U.S. ambassador to Canada David Wilkins told the Associated Press that it’s “absurd” and “offensive” to place the United States on the same list along with countries like Iran and China.”
Yes, for example, the United States is in North America, whereas China and Iran are in Asia, what a silly list!
no, it should invade those other countries aand torture the torturers and their families till they stop. Then the US won’t be on a list of torturing countries and American exceptionalism shall reign again.

Lies? Perhaps not.

Perhaps technically. But there’s something dishonest there, no? Or, if I can’t convince you of that, perhaps we can agree it’s cowardly?

if he doesn’t want the u.s. on a list with countries that torture people, then maybe the u.s. should stop torturing people.
