Finally – finally! – some good news to report in the struggle against nuclear proliferation. This just in from Secrecy News:
LIECHTENSTEIN RATIFIES COMPREHENSIVE TEST BAN TREATYLiechtenstein ratified the Comprehensive Nuclear Test Ban Treaty (CTBT) on 21 September 2004, bringing the total number of Treaty ratifications to 116.
The United States, which has not ruled out the resumption of nuclear explosive testing, opposes the Treaty.

If that isn’t a breakthrough, I ask you, what is? There is now hope that smaller countries like the U.S. will feel pressure to follow suit. This is all a reminder, as if any were needed, of the importance of leadership on the issue of nuclear proliferation.
